The Democratic Alliance (DA) calls on the Gauteng Department of Infrastructure Development (GDID) to urgently investigate why Clear Choice Builders’ contract was not terminated when the company applied for business rescue in 2024. A liquidation order was applied for in May 2026. Clear Choice Builders is the contractor appointed to build the Randfontein Community Healthcare Centre. This centre has been under construction since 2018. To date, the facility has cost R289 million.
Residents will now have to wait until August 2027 for the clinic to be completed. The facility was originally scheduled to be completed in 2020.
This was revealed in written replies to DA questions tabled in the Gauteng Provincial Legislature (GPL) to the MEC for Infrastructure Development, Jacob Mamabolo. He indicated that construction officially stopped on 17 April 2026, with the project reportedly only 81% complete.
GDID has confirmed that Clear Choice Builders experienced financial difficulties. This led to subcontractors not being paid and the termination of the contract.
MEC Mamabolo’s responses to our questions were alarmingly brief. Furthermore, the answers provided gave no meaningful explanations regarding the delays at the Randfontein Clinic. The department could not provide an updated final project cost or indicate how much additional funding will be required.
The DA has conducted numerous oversight visits to the facility, during which no construction activity was taking place. We repeatedly raised concerns about the abandoned site, unpaid subcontractors, and security personnel.
In April this year, Gauteng MEC for Health, Faith Mazibuko, also visited the facility and acknowledged that the contractor’s financial difficulties had contributed to the delays. At the time, promises were made that a new contractor would be appointed to complete the project. Months later, no replacement contractor has been appointed, and the facility remains unfinished.
But this is not the only project Clear Choice Builders is involved in. Some of their other incomplete projects include:
• eThandukukhanya Community Healthcare Centre, Mpumalanga: A R218 million project where the contractor’s appointment was terminated in September 2024 due to poor performance.
• Nancefield Primary School, Gauteng: A school construction project plagued by delays and non-performance, resulting in the contractor’s removal.
• Rivoni School for the Blind, Limpopo: A stalled project where the contractor’s appointment was terminated in November 2025; and
• Sefako Makgatho Health Sciences University, Gauteng: A student accommodation project that experienced significant delays and contractor financial difficulties.
The DA will submit further written questions to get a full account of the department’s knowledge of the contractor’s financial difficulties, the decisions taken to retain the contractor, and which officials were responsible for monitoring its performance.
The Gauteng Provincial Government must stop providing vague answers and changing completion dates while millions of rands in public funds have been spent, leaving residents without the promised healthcare facility.
Residents of Randfontein have been waiting since 2018 for better access to essential healthcare services. They are now expected to wait until 2027, with no certainty that this latest deadline will be met.
